PROGRAM: Olga Maria Cehelska, "Spreading
Knowledge, Hope for Ukrainian Children."

A lady of many talents, Olga has a repertoire of more than 1,500 songs and performs her one-woman show, "Songs of a Forgotten Nation." Olga plays the Ukrainian national instrument, the bandura.  Along with her stirring folk songs, she tells about the Ukrainian struggle for independence and freedom.

Please COME and bring your guest or sweetheart, and hear her amazing story. She takes her inspiration from her grandfather, Lonhyn Cehelsky, who wrote the Ukrainian Declaration of Independence in 1918, and Taras Shevchenko, the bard of Ukraine, who dedicated his life to Ukrainian sovereignty (his monument was
unveiled in Washington, DC in 1964). She also was inspired by Mykola Lysenko, an extraordinary Ukrainian musician.

Kay Palko
Kay was born in San Diego, California the only child in a Navy Family. From Florida to Hawaii, she attended 14 different schools in 12 years.  She graduated from William and Mary with a major in art and a minor in Education. After teaching Art in N.J. for two years she returned to Norfolk to teach and obtain her masters degree in Guidance & Counseling, from the University of Va.  Having skied in Austria, traveled and painted through Spain, Greece, Germany, England, and France she then transferred to Okinawa. There she met a Major named Steve Palko. They were married two years later in The Chapel in the Woods, NAS Norfolk. Steve was assigned to Redstone Arsenal in Huntsville, Alabama, where Kay worked for Model cities developing school programs for under privileged children, and doing Psychological testing. Steve retired in 1971 and
they, with baby Monique, came to Virginia Beach.  It was here that she and her mother Miriam Lutzelman became the first mother and daughter charter members of ROWS. It was at that time that Kay designed the ROWS logo depicted in the
oil painting seen at our luncheons. Kay returned to school to complete the 30 hours past the masters level for certification as a school Psychologist.  After 22 years with the Chesapeake school system, Kay retired to become the first Vice President of ROWS followed by the Presidency in 2000-2001.

LEGISLATIVE REPORT

Issue 1 
A Tuesday New York Times editorial raised eyebrows among the MOAA staff and members around the country by carping about the cost of TRICARE For Life, concurrent receipt, SBP, and other recent legislation. Author Cindy Williams, a research scientist at MIT, said the cost of these and other benefits are a weight on the DOD budget and don't do anything to help current retention.

Wrong on both counts. Congress, with strong support from MOAA and The Military Coalition, has shifted TFL and concurrent receipt funding responsibility out of the DOD budget to ensure that funding is additive to other DOD budget needs. And past experience has shown clearly that retention of today's force is, in fact, affected by retirement benefits.

MOAA President VADM Norb Ryan, Jr.'s (USN-Ret) January 12 letter to the Times provided a forceful rebuttal to the "factual errors and ill-founded assertions" in Williams' piece.

 
Issue 2    Senator Sessions Moves to Improve Survivor Benefits
In a speech in Alabama on Tuesday, Sen. Jeff Sessions (R-AL) announced plans to introduce legislation that would greatly improve military survivor benefits. Sen. Sessions plans to introduce a bill on Jan 24 that would raise the maximum Servicemen's Group Life Insurance (SGLI) benefit to $400,000 from $250,000. Under his plan, the government would pay for the first $150,000 of coverage when the member enters a combat zone. The bill also would raise the death gratuity from $12,420 to $100,000 for members killed in combat, and the increase would be made retroactive to cover members killed while deployed to operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom. 

MOAA appreciates Sen. Sessions' lead on efforts to do more for the families of military members killed on active duty in the war on terror. We strongly supported his successful effort last year to include language in the FY2005 Defense Authorization Act directing DOD to submit legislation for improved death benefits for FY2006. 

 
Issue 3    New Bills
While the Senate will not introduce any new bills until January 24, the process already has begun in the House. To date, House members have introduced almost 300 new legislative initiatives, including several of interest to MOAA members:
  • H.R. 147 - Social Security Fairness Act of 2005 (Rep. McKeon, R-CA): The legislation would repeal the Government Pension Offset (GPO) and Windfall Elimination Provisions (WEP). Both GPO and WEP provisions result in unfair reductions in earned Social Security benefits of retired government employees, many of whom are also military retirees. This bill replaces H.R. 594 from the 108th Congress.
  •  H.R. 197 - In-State Tuition Eligibility (Rep. Scott, D-GA): This bill would limit states to charging in-state tuition rates for active duty service members and their dependents that are assigned to duty stations in the state.
