Vignettes: Marguerite Felt

Marguerite Felt’s father was a Coast Guard officer and so she was “born traveling”. Marguerite met her husband, Linn Felt, a Navy junior, at a party at the home of his parents who were good friends of her parents. They married after a 16 day courtship. She has been a volunteer worker all her life, but once was a professional guide in Washington, D.C., and on her first day of work, she ended up having tea at the White House with President and Mrs. Jimmy Carter! In the picture above, taken this past June, Marguerite is standing aboard the carrier Midway, the ship her husband, Linn Felt commanded, at a ceremony giving the Midway to the City of San Diego as a living museum. Her father’s Coast Guard cutter is also a museum in the inner harbor of Baltimore. The Felts are blessed with five children and sixteen grandchildren.  Article by  Marguerite Felt

Antique Show in Atlantic City
October 15-17, 2004 (Friday to Sunday)

Day 1- 7:30 AM Depart-  Home Depot in Norfolk
3:45 (approximate arrival) Check into Holiday Inn Express just outside Atlantic City (609) 484-1500
5:15 Depart hotel to the Board walk and the Sands hotel for a “bonus” package.
10:30 p.m. Return to the hotel
Day 2- A deluxe Continental Breakfast will be served
9:30 Am Depart the hotel and travel to the Convention Center for the Antique Show
(You may enjoy the antiques or take the Atlantic City  jitney bus to the Casinos and Boardwalk)
2:30 Return to the hotel by Fun Tours Coach.
5Pm Depart the hotel on the coach and return to the Boardwalk area for another bonus package.
10:00 Return to the hotel for the evening.

Legislative Report

1. Rep. Jeff Miller (R.Fla.) corrals a late-night victory with the House Armed Services Committee’s approval of the S.B.P. amendment to phase out the age 62 SBP annuity reduction after 31/2 years in the mid-May session drafting the FY 2005 Defense Authorization Bill. The first upgrade will be coming Oct. 1, 2005. Previously the subcommittee had proposed phasing out the reduction over 10 years.

2. Many Landrieu (D. La.) in the early June return to Congress, plans to continue championing plans to present a floor amendment in the Senate to phase out the age 62 annuity reduction of SBP. Her proposal to the Senate will be similar to that passed by the House. These proposals include the following:
Raise annuity to 40% of covered retirement pay in Oct. 2005, 45% in April 2006, 50% in April 2007 and 55% in April 2008.

3. HR 4200 proposes the following legislation: 
     A. Let non-participating retirees enroll in SBP for one year, starting Oct. 1, 2005 with modest premium penalty based on retirement date-termed as SBP Open Season.
     B. Commissary established in law as DOD operated military benefit. Bar contracting out studies until 2010.
     C. Review of Tricare verses Medicare differences:Direct DOD report to Congress by March 2005 on disparities between Medicare and Tricare benefits and administration rules and how to reduce them.
     D. Pharmacy cost shares for TFL eligibles : Prohibit higher pharmacy cost shares for Medicare- eligibles than for other beneficiaries.
     E. Authorize permenant Military ID cards for TFL beneficiaries age 70 and older.
     F. Allow DOD to waive recoupment of Tricare payments for under 65 Medicare eligibles who weren't told they had to enroll in Medicare part B to retain Tricare.
