FROM THE PRESIDENT:
Anne Meek Kraine
Say “I Will!”

Spring has come at last! We have just elected a group of officers who have experience in the organization and the desire to serve the entire ROWS sisterhood.We’ve extended membership this year to wives, widows, and women officers of NOAA and the Public Health Service. And new members—a few—have volunteered to take the various committee chairmanships, too. So we have reason to enjoy the sunshine and flowers of spring.

We do face a few challenges. The first is to get you to serve on a committee. ROWS needs you!  If you’re asked to serve on a committee, say “I will!” Committee work does not require daily perspiration, just now-and-then effort. And it pays so well—not in dollars, of course, but in expanding your circle of friends and getting acquainted with talented women.

Another challenge is the possibility of cutting back on the number of meetings per year. The new board will take up this challenge after the May installation. This suggestion came out of the discussions of the Nominating Committee, which encountered heavy resistance from members when they were considered as nominees for office. Some even went so far as to say that ROWS should simply disband, since so few members were willing to be nominated. Perhaps, if we cut down on the workload, we can maintain ROWS without giving up the ship.

Call the new president and tell her you would like to help. And if you’re asked, say “I will!”

VIGNETTE
RUTH MILLS HOLLAND
By Rachel Caldwell
Ruth has been President of ROWS two different times. She has also worked tirelessly as Treasurer, Parliamentarian, and in various other positions in ROWS. Ruth was born in Pittsburgh, Pennsylvania on July 21, 1915. She was a graduate of University of Pittsburgh, majoring in History and French, and was a member of The Tri Delta Sorority. Ruth’s father owned a big business in Pittsburgh and after graduation, Ruth worked in her father’s business. She met the love of her life, Donald Holland, a Naval Officer, and married him in 1937. Don’s duties carried them to many places, such as: as Washington, D.C., American Samoa, Annapolis Naval Academy, and Cleveland.

Ruth and Don had 5 children, two boys and three beautiful daughters. Don is now deceased, but lived to see all of their children graduate from college. One of the boys followed in his father’s footsteps and is now a Retired Navy Captain, teaching ROTC in Florida. One son is a minister, one daughter is a teacher, another daughter had her own business, and another daughter married a navy man, who later rose to the rank of Admiral. All of Ruth’s talented children have made her proud.

Ruth has always been very involved in volunteer work, such as PTA in all the schools the children attended, Board of Directors for the Girl Scouts, Board of Directors for YWCA, Navy Bargain Shop, Navy Relief, and others. Even though Ruth is nearing 90 (July), she is still involved in many organizations, such as Baylake Methodist Church, where she has been active in years past for the Soup Kitchen and Sunday School. She is an avid bridge player, playing in lots of different groups. Everyone loves to have Ruth on their team. She is still active in ROWS, and is currently a member of the Red Hat Society. She is renowned for her entertainment and cooking; many times having her recipes appear in the newspapers.  Ruth never gives up.  She is always optimistic and has a smile for everyone. What a great example of a Navy Wife, mother, grandmother, American Citizen, and member of ROWS!

LEGISLATIVE REPORT
By Sally Saunders
Item #1:
Nexium and Teveten have been identified by the DOD to be included in the category of drugs which would increase the co-payment to $22 instead of the current amount of $9. These two drugs meet the requirements for the “non-formulary category”, but the change will not become effective until the Assistant Secretary of Defense (Health Affairs) gives final approval. If each individual doctor can document a medical necessity for the patient and states that other less expensive drugs cannot be used, it may be possible to continue receiving these drugs at the current price. Nothing can be done until the assistant secretary gives his final approval. When that occurs, you can check out the rules for medical necessity by calling Express-Scripts customer service at 1-866-363-8779.  However, since they have been inundated with calls, please do not contact them regarding this matter until the final approval by the assistant secretary.

Item #2:
A hearing was held by the Senate Armed Services Personnel Subcommittee regarding The Military Coalition’s 2005 legislative priorities. The hearing was led by Chairman Sen. Lindsey Graham (RSC) and Sen. Ben Nelson (D-NE). Because it is believed that the military faces recruiting and retention problems, they expressed their support for permanent TRICARE coverage for all members of the Selected Reserve. MOAA also expressed support for several different issues, including:

  • Ending the VA benefit deduction from SBP for survivors of members whose death is caused by military service:
  • Accelerating the implementation of 30-year paidup SBP coverage to October 1, 2005 (vs. the current 2008 effective date);
  • A minimum 3.1% military pay raise, with additional bonus authorities;
  • Allowing military members to pay health and dental premiums with pre-tax dollars, as federal civilians already do.

Item #3
Home Depot, Inc was honored by receiving MOAA’s Distinguished Service Award for making outstanding contributions to the military community.  The Home Depot donated $1 million in tools to rebuild Iraq, hired 25,000 veterans since the beginning of 2003, makes up any salary loss suffered by more than 1800 Home Depot employees serving in the war on terror, and voluntarily provided home repairs for the families of those mobilized members.
